This would only effect big countries/economies, and will not used for China or India (that's where some of the big problems (green house gas) comes from (burning coal). Another opposition point is that big companies will just buy more pollution credits and then pass the cost for these credits to the consumer.

Miller seeks grant for energy project

CRAWFORDSVILLE - It was during the 1970s in a long gas line that Bert Miller realized that the country needed to embrace alternative energy sources. While the "green" power generators will produce enough power to cut some of the school's electricity bills, he said it would take about 30 years to repay the $73,100 price tag he is asking for in the grant.
