A Coordinated and Stronger EU Disaster Response at Home & Abroad

The President of the Commission Jose Manuel Barroso stated: "When helping Tsunami victims in South Asia, evacuating EU citizens from war-torn Lebanon or fighting floods and forest fires in Europe - we can only protect our citizens and help others if we act together in solidarity. Major natural disasters such as the 2004 Tsunami in the Indian Ocean, crises such as in Lebanon, or more recently the forest fires and floods in Europe in the summer of 2007 and marine pollution episodes in third countries have led to increased calls for an effective EU disaster response capacity. The EU Presidency and the President of the Commission asked Michel Barnier in January 2006 to undertake a study of the EU's role in responding to crises;
